Kenyan Newspapers Review for July 22: Jubilee Government's Huduma Namba Project to Be Useless in 8 D

On Thursday, July 22, Kenyan newspapers reported extensively on the 2022 succession politics with ODM leader Raila Odinga and Deputy President William Ruto engaging in an unending war of words.

The dailies also touched on Chief Justice Martha Koome and her promise to prioritise 400 corruption cases to give impetus to the war of words.

1. The Standard

The publication reported that in eight days time, the Jubilee government's multi-billion Huduma Namba project could be declared unconstitutional.

This is because parliament has failed to rescue the law that created Huduma Namba as well as 22 other controversial status of which the court had directed they be regularised in nine months.

In 2020, the High Court declared the laws that formed Huduma Namba illegal since the National Assembly passed them without a consensus from the Senate.

However, it gave the Lower House a grace period to regularise them, failure to which court orders could kick in.

It emerged that as of Thursday, July 22, the two Houses had not sat to consider the ruling, just 7 days to the July 29, deadline.

2. Daily Nation

The daily reported that Ruto said he was not bothered by rivals forming coalitions to challenge him in the 2022 presidential election.

Speaking in Machakos town on Wednesday, July 21, the second-in-command rallied the Kamba community to back his presidential bid.

He argued that he had a better chance of succeeding Uhuru than his other challengers including ANC leader Musalia Mudavadi and Governor Alfred Mutua, who are also eyeing the same seat.

The DP also accused Raila and Kalonzo Musyoka of derailing the Jubilee Party's Big Four Agenda.

He claimed the push for constitutional changes through the Building Bridges Initiative (BBI) to create positions for their political elite distracted Uhuru's legacy programs.

According to The Star, adult photos, hate speech and vulgar or inciting social media posts could land you in trouble if the Senate succeeds in regulating social media.

The lawmakers also want to tax foreigners and international firms operating social media platforms in Kenya.

The Upper House members want to amend the Computer Misuse and Cybercrimes (Amendment) Act to rein in rogue social media users to protect children and other innocent users from cyberbullies.

“Let us as a House and country stand up and protect, especially our growing children. Even adults who are responsible must be brought to order,” Bungoma senator Moses Wetang’ula said.

The daily reported that Ruto is facing a fresh battle over the ownership of the United Democratic Alliance (UDA).

This is after the party's former chairman Mohamed Abdi Noor, moved to the Political Parties Disputes Tribunal seeking to wrest the party ownership from the DPs allies led by former senators Johnstone Muthama, Boni Khalwale and secretary-general Veronica Maina.

In the papers lodged at the Tribunal, Noor accuses Muthama and Maina of illegally taking over the party leadership without regard to its constitution.

He wants the Tribunal to rescind the changes made to UDA and reinstate him as the bonafide chairman.

Raila Odinga has urged the Jubilee government to borrow more to cater for COVID-19 vaccination costs to avert the further spread of the deadly disease.

This, the ODM leader said will enable the re-opening of the economy.

He said if the current coronavirus containment measures will not be eased, then the country will derail in its development agenda.
